The former Franklin County sheriff who resigned amid an investigation into missing funds has turned over money and receipts related to a donation to the Franklin County Sheriff's Office.
An audit of the Franklin County Sheriff's Office revealed that two checks intended for the department were made out to former Franklin County Sheriff Pat Green from the United Way's Jail-a-Thon.
The report showed the two checks were written for $5,000 and $7,000, neither of which was deposited with Franklin County.
The money was intended for Franklin County's Shop with a Cop campaign, which is money used to purchase Christmas gifts for under-privileged children.
Included with a letter sent on March 14 from Green's attorney, John Williamson, to Franklin County Sheriff's Department attorney Boyd Sturges, Green handed over a check payable to the Franklin County Sheriff's Department in the amount of $6,040.
The letter says the amount "represents the unspent balance of funds received by the sheriff's dept from its shop with a cop campaign."
Williamson said the money was turned over on behalf of Green.
Also included with the letter was a receipt from Walmart in the amount of $69.87, a receipt from Moss's Food in the amount of $154.76, a check stub from the United Way in the amount of $7000 to Pat Green related to Jail-a-Thon proceeds, and a check stub from Franklin County in the amount of $2000 to Walmart from Shop with a Cop
Williamson said about $11,500 was missing from the Shop with a Cop campaign. Between the money Green returned and the receipts, Williamson said the total should account for all of the money raised by united Way.
In a letter addressed to Franklin County Finance Director Charles Murray on March 18, Sturges said he contacted Kathy Harrelson of the United Way to inform her that he had received the $6,040 from Green.
Harrelson subsequently told Sturges that the money belonged to the County for use in the Shop with a Cop campaign.
Sturges said that it is his understanding that the County would "issue a check back to United Way so they can use the money consistently with a charity event."
In February, a Franklin County judge ordered the release of more than 365 pages of documents related to the investigation of Green.
The Franklin County Finance Director's Office released the documents, which are part of an on-going investigation into missing money from the Franklin County Sheriff's Office undercover drug fund.
Sturges says $109,000 was discovered missing.
Franklin County District Attorney Sam Currin said the fund was used by the sheriff's office during special investigations -- investigations that required cash -- and he said there are questions about where that money went.
The more than 365 pages of documents say County Manager Angela Harris expressed concerns about internal controls within the sheriff's office as part of a routine financial audit being conducted.
While the audit remains incomplete, the documents included dozens of checks reportedly used for undercover drug investigations.
When questioned about high amounts of money being spent on undercover drug investigations, Green said he was working on a "huge federal drug investigation that involved a county commissioner and two senators."
Green issued his resignation Jan. 30, citing health reasons. The State Bureau of Investigation was called in Jan. 31 to look into the missing money.
